The design principle stated out loud, and then obeyed for thirty years: Firaxis Games makes games out of interesting decisions.

The American studio builds turn based strategy around a single question repeated until the session is over: what do you spend this turn on? Civilization VI asks it at the scale of a civilisation across millennia, and XCOM 2 asks it at the scale of six soldiers who can each die permanently in the next thirty seconds.
